Frank was born on September 9, 1937 in Maddock to Lawrence and Lena Mosser. He attended school in Oberon and rural Minnewauken. He received his GED from Lake Region Community College late in life. Frank married the love of his life, Jean A. Mosser, on July 10, 1960 at North Viking Lutheran Church.

Frank and Jean were lifelong residents in the Maddock area. For six years after marriage, they lived in Isabelle Township before moving into their current home in the City of Maddock. Frank worked for his brother-in-law and sister, Howard and Anna Slater, Maddock Public School and the City of Maddock. He worked in City maintenance for 26 years before retiring in 2014. After retirement, he worked part time for his nephew Clark Slater, returning to his love of farming. In the winter you could find him at the Maddock Nursing home shoveling snow. Frank was a tireless worker and his work and service to others was an important part of his life.

Frank was active in the Maddock community until leaving the area to live with his daughter, Debbie in New Salem ND. He served as a driver/attendant for the Maddock Ambulance Service and volunteered for the Maddock Fire Department, was on the Park Board and on both the Council and Cemetery Board at North Viking Lutheran Church and a member of the Maddock City Council.  He was a longtime member of the Devils Lake Elks Lodge 1216. He has been recognized for his countless volunteer hours to various organizations in the Maddock area and was recognized by the ND League of Cities as the Outstanding City Employee of the Year in 2010.

In Frank's later years he continued his service to the community by becoming affectionately known as "the garbage and recycling guy" at the Apache Wells 55+ Community in Mesa, AZ. He worked daily to keep the recycling and garbage area looking impeccable.

Frank wasn't educated in any specific trade but was skilled in many. Often he was called upon by family and friends to fix something or lend his strength to a project. Whether it was welding, building, craftsman woodwork, remodeling, helping move or unplugging the sewer, he was able to lend his skills or unique gifts.

Frank is survived by his 3 children, Debbie (Rick) Anderson of New Salem, ND, Sheila (John) Gibbs of Mesa, AZ and Jason (Shari) Mosser of Mandan; ND; 4 grandchildren, Marc, Lynne, Roland and Lara; 5 great-grandchildren; and 2 siblings, Anna Slater of Maddock and Shirley (Leo) Wahl of Spokane, WA; 2 brother-in-laws Robert (Patricia) Nelson of Bismarck, Kenneth Nelson of Beulah; and 1 sister-in-law, Shirley (James) Zeien of Fargo; and a multitude of nieces and nephews.

Frank is preceded in death by his wife, Jean A. Mosser; his parents Lawrence and Lena; parents-in-Law, Oliver and Ida Larson; Sister, Dorothy Hortsman; sisters-in-law, Earlene Nelson and grand daughter-in-law, Nicole Mosser.
